Great! Please start a draft. A major problem that has caused this thread is 
that there is disagreement about what a "validating stub resolver" operates, 
particularly with respect to configuration.

Saying that .internal being like every other TLD that already does not exist 
today "adds a stumbling block" is absurd. Names that don't exist don't exist.
