Thanks for the clarifying question. I understand this might be confusing, and I will change this. A draft may be submitted in the future, but not for this IETF. Perhaps Tobias can provide more details on that.
I am not entirely sure, but I believe Tobias will present his work at the IEPG on Sunday morning. Since the chairs consider this work relevant to the WG, although being focused on measurement rather than protocols, we wanted to bring it to the WG's attention. That is why we included it as a reference in the Time Permitting section of the Thursday session.
I will check whether we should add a direct link to the presentation in the agenda for reference.
