had tcp fragmented its first segment 10% of the time since ~1978 and especially 
during 
the ipv6 era, fragmentation would actually have been implemented. most 
distributed 
service implementations will ship once they appear to work. if they get out 
into the world 
in a big way then whatever wasn't tested in labs will have to be made optional 
no matter 
how mandatory it was originally.
