The correct way to ask for a technical change such as this is to first ask the DNSOP WG, then possibly write a draft.
IMHO a -bis is needed. There is some ambiguity in this document regarding who its intended audience is. See thread starting https://lists.dns-oarc.net/pipermail/dns-operations/2024-July/022623.html
Of course it maybe me that is confused. However, I would be happy to contribute if others agree that a bis is needed.
