This page at researchgate says it was given at: International conference on Management Innovation and Information Technology, Volume: 61 https://www.researchgate.net/publication/269031030_An_efficient_DNSSEC_zone_enumeration_algorithm I can find no evidence that there ever was an "International conference on Management Innovation and Information Technology". When I search for it I find a lot of conferences with those words in different orders, but not that one. I find no other trace of the paper or the authors, although Wang is such a common name it's hard to search for. It's not clear that the paper was ever really published or that the conference existed.
