I'm not a member of this group, but I just saw the notice about this draft in the internet-drafts mailing list. FWIW, I'm one of the designated experts for the TLS registries and have lots of experience with them.
You should add text in the IANA considerations saying that "{THISRFC}" is part of the references. They will probably do that automatically, but better to have it explicitly in the document. Table 1 repeatedly flips "sm" in "Algorithms". I think you should split it into two tables, each with their own separate discussion paragraphs. The current scheme merges both sets of changes into one big block, and that's harder for outsiders to parse. You should also include the URL as a hot-link (sic) when you mention each registry in this section. You can simplify the sentences by saying "in these new columns" rather than enumerating in the text (such as near the bottom of page 5). Similarly, I would not quote the full 8624 security considerations, just put a per-section link.
