Sure they can, but they need to know which are the private-use TLDs. Doing this in recursive resolvers is fairly straightforward, particularly since the resolvers need to be configured to know where to look up the private-use TLDs anyway. In validating stubs it seems to be more of research problem, particularly how to bootstrap them.
