There were historical reasons why glue was not removed on various occasions, on 
purpose.  So I doubt it's just bugs.  I know there was a policy decision 
sometime around 05 or 06 that caused orphan glue to be removed, because I wrote 
the database  code for it.  That is, by the way a good reason to suppose that 
bugs could be part of the problem!
