ISO has other constituencies beyond IANA, and while they have promised not to 
"delegate" certain names, their private-use rules allow those names to be used 
by someone other than IANA.

IANA can be instructed by IETF to never delegate certain TLDs (like .ZZZ).

noting, i would prefer stronger mnemonic naming for this, like .PRIVATE
