I think it goes the direction you'll like. My understanding of the current plan (of open-source implementors) is to have an RFC specifying *as little* as possible, so that it can go through more easily while improving interoperability of different (authoritative-only) implementations. In the first RFC at least. After we (dnsop) see experience from that, it may be clearer where to go next, if anywhere at all.
Please correct me if I'm wrong; I know there are people who know "the plan" in more detail.
