I think it's even worse in this case.

The point of happy eyeballs is to work around crappy or broken networks,
and this NHE idea sounds to me like making a huge effort to work around
broken or crappy networks rather than making the effort to fix them. It
seems misdirected to me.

If it's a third party network with crappy v6 connectivity, why not just
drop their v6 prefixes and let normal HE work as it should?
