Sort of. The Applicants Guide Book referenced was for use with the "Class of 
2012". A revised AGB will undoubtedly be prepared for the next round of new 
gTLDs (if one does occur), taking into account lessons learned.  I would guess 
it is _extremely_ likely that if the IETF were to define a list of top-level 
labels that were reserved for "technical uses", the ICANN community would 
incorporate that into the new version of the AGB. After all, if the community 
didn't, I suspect it'd be cause for the exercise of termination clause of RFC 
2860.
