Tell that to ICANN, which continues to use "languages" when they mean
"scripts" :-(

But if you want precision, let's go:

A domain name is written from left to right if it is composed entirely
of characters from LTR scripts (for instance the latin script, used to
write english). If the domain name is composed of characters from RTL
scripts, it is written from right to left (the TLD will be the
leftmost label).

[Of course, this is only the text representation, the wire one is
unaffected.]

The case of Bidi FQDN (RTL and LTR characters) is left as an
exercice...
