It's also worth noting that since the recent new gTLD round is closed, with no new applications being accepted, it's not clear that there's a current process. The assorted committees and working groups and advisory committees are gearing up to provide their input to policy and process for the presumed next round of new gTLDs. I won't venture to predict the contents of that future Applicant Guidebook.
