It hasn't.  And anyone who thinks it has is living in la la land.  I think
it will be a good test because .gov domain holders will be forced to give it
a try.  There is no other TLD operator with the power to enforce a
transition to DNSSEC of all domains like this will.  I wish them luck and
look forward to the results of this modest experiment.
