I'd usually recommend to verify that your router's DNS settings point
your LAN to use dnsmasq (or those of your devices, if you configured DNS
manually on a device).
Specifically, make sure that your router does not advertise its own IPv6
address as DNS server via NDP/RA.
IPv6 capable devices that have learned a DNS server IPv6 address from
RAs may prefer to use that IPv6 even if a DNS server IPv4 address has
been statically set on device.
However, your previous 'scutil --dns' output would suggest that your
MacOS isn't aware of IPv6 connectivity (unless you'd have scrubbed AAAA
resolver entries from that output).
In any case, absence of DNS requests in dnsmasq's log, together with
your observation of odin resolving to a public IP, would indicate that
your MacBook uses an alternative DNS server for resolution instead of
dnsmasq.
