this "protocol" seems to be error message produced by dnsmasq.

3 days and numerous searches found 1 hit and it did not offer a solution,

I'd try to start dnsmasq manually to see the output it produces.
Apparently systemd does not record any message besides the "protocol"
check systemd unit file to see which arguments it has when run from systemd.
Here on Debian it runs "ExecStart=/etc/init.d/dnsmasq systemd-exec"
so I'd try manually running that one if I see any messages
