Instead of configuring the devices with static IP addresses why don’t you try 
letting DNSMASQ assign the addresses via reservations.

Hi everyone, I have a few iot devices in my network that even when configured 
to use static IP they keep sending DHCP requests each second, but never 
acknowledges the reply from dnsmasq leading to a flood in the logs. I tried to 
add
dhcp-host=xx:xx::xx:xx:xx,ignore
to /etc/dnsmasq.conf , but that only changed the log flood to one single line 
saying that the mac is ignored.
Would it be possible to make that log for dhcpdiscover ignored macs be in that 
"logged only once" mode that shows up for some dnsmasq events?
