reading it again, the poster in the linked article wanted:
- create a list of domains to forward to DHCP-provided server
- forward requests for all other domains to server provided by server=
directive
using configuration like:
server=/google.com/#
server=/#/1.1.1.1

I also see that OP later redefined the problem from:
--address=/#/......
to:
--server=/#/......
