I go for something inbetween:
  UEFI PXE stack insisting on something that dnsmasq **configuration**
  doesn't yet provide. Or server side **configuration** is something
  that the client can't handle.


Advice:
  Leave out `pxe-service`, skip "PXE". Yes, do  iPXE    ;-)      [1]
