 Wouldn't it be approximately:

dhcp-mac=set:aa,00:aa:*:*:*:*
dhcp-mac=set:bb,00:bb:*:*:*:*
dhcp-range=tag:aa,192.168.0.2,192.168.0.10,255.255.255.0
dhcp-range=tag:bb,192.168.0.11,192.168.0.20,255.255.255.0
dhcp-range=192.168.0.21,192.168.0.254,255.255.255.0

(You probably don't want to be using 192.168.0.255 as it'd typically be a broadcast address.)

 Add other config, season to taste, etc.
