Okay, let's rephrase it and be accurate: udev does *not* solve your problem. Instead udev provides more appropriate means to solve your [hardware-related] issue rather than fiddling with dnsmasq configuration, which is *not* as easy for *that* particular use case. But, extrapolating what Simon said earlier, there might even be no problem at all since dnsmasq relies on IP addresses, hence indirectly upon interfaces to provide DHCP services. In fact dnsmasq doesn't care about interface [names], just IP addresses. There might always be something I have missed though, which is quite possible.
