-D, --domain-needed
    Tells  dnsmasq to never forward queries for plain names, without
    dots or domain parts, to upstream nameservers. If  the  name  is
    not  known  from /etc/hosts or DHCP then a "not found" answer is
    returned.

"abc.se" doesn't get caught be this test, but "se" does, since it has no dots.

That explains the behaviour, but it's probably not correct: it may be better for queries for NS records to be exempted.

What does the team think?
