I anticipate that Ralf Weber will be chiming in, but if your issue is that Akamai authorities don't seem to be giving you ECS-mapped answers despite a valid ECS option, this is expected if you don't have an agreement with them.
Akamai doesn't (or at least didn't, for a long time) allow ECS options from anyone.
