The obviously misbehaving machine is a laptop running SuSE Leap from a couple of years ago. Retested with a Mac laptop (Firefox, Safari, curl) and a new version of SuSE Leap (Firefox) and those worked.

(A few years ago ran into a transient issue with case sensitivity in Leap, which disappeared before I could definitely pin it on nscd.)
