Do you check whois? I've noticed complaints along these lines are frequently the result of someone putting the domain on hold (either registry or registrar, which in registry terms may show up as serverHold and clientHold). Often this was someone mistakenly thinking they were getting "security" (what they wanted was "lock" or else things having to do with TransferProhibited). When they did this through their registrar interface, they didn't know they were yanking from the DNS. Of course, since they'd just looked a the home page, when they tested _after_ making the change they got the cached DNS data, and so it looked like there was no difference.
