I don't necessarily believe this, but the question is worth examining.
It has the same intuitive appeal as "Won't more TLDs mean more load on
the root servers?" to non-technical audiences and frankly deserves an
answer.
The article highlights a problem which may be a non-problem. The
above question is a fair one. If I recall correctly, the matter is
discussed in a SSAC report.
BTW, there was a DNS survey which could be used to derive some data
and come up with a less inappropriate distribution map.
