Try
# apt-get install texlive-base texlive-latex-base
This fixed the problem. Thanks for the help!
There are 60+ packages that match 'texlive-*'; add others as needed.
If you have sufficient disk space, you could instead run
# apt-get install texlive-full
That gets them all.

install new packages from the pretest tree mirror at Utah in our TeX
Live 2022 tree.
