It's in the Firefox preferences General tab in the Browsing section.
There are two scrolling related options:

 - autoscrolling
 - smooth scrolling

Initially, I thought Harald was talking about autoscrolling but seeing
there's a smooth  scrolling option too, I'm not sure anymore.
