Much obliged. I had to call out the exim4 packages on the server or it wasn't 
going to upgrade the server :

root@xxx:~# apt-get install exim4 -t beowulf-proposed-updates
Reading package lists... Done
Building dependency tree       
Reading state information... Done
The following additional packages will be installed:
  exim4-base
Suggested packages:
  exim4-doc-html | exim4-doc-info eximon4 mail-reader spf-tools-perl swaks
Recommended packages:
  mailx
The following packages will be upgraded:
  exim4 exim4-base
2 upgraded, 0 newly installed, 0 to remove and 4 not upgraded.

so on this machine I had to do this :

root@xxx:~# apt-get install exim4 exim4-base exim4-config exim4-daemon-light -t 
beowulf-proposed-updates
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Suggested packages:
  exim4-doc-html | exim4-doc-info eximon4 mail-reader spf-tools-perl swaks
Recommended packages:
  mailx
The following packages will be upgraded:
  exim4 exim4-base exim4-config exim4-daemon-light
4 upgraded, 0 newly installed, 0 to remove and 2 not upgraded.
