I installed a Devuan Ascii image on a Pi 3 and had no problems changing
the layout with dpkg-reconfigure locales. I first installed the package
'console-setup', then did a dpkg-reconfigure locales.

All devuan raspberrypi3 images simply refuse to accept changing the keyboard
layout on the tty, apperently this is hardcoded somewhere.
I have not been able to find where.
Anyone have a suggestion where to look?
