I've been all over google for the better part of an hour and all I can
find is info about changing the terminal background and foreground. I
must be missing something obvious. I'm running this from an LXDE
desktop on top of openbox. Have tried xfce4-appearance-settings and
edit > prefs on the terminal itself to no avail.

The window borders are handled by the window theme so try a different one or modify the one you're using. Could also be that the theme you're using is not compatible with GTK-3 or that you don't have all the needed libraries installed. Have fun trying to sort it.
