Yes, there are two solutions to be able to run startx as user.

1. Make sure xserver-xorg-legacy is installed and add the following line
to /etc/X11/Xwrapper.config. X will be running as root.

  needs_root_rights=yes

or...

2. If you'd like to run X with only user privs, install libpam-elogind.
