Thanks for your pointer. So, essentially, there is no way to play
around the need of root.
Actually, I am much more in favor of the brilliant suggestion
made by Giovanni Rapagnani in another reply:

I already had the funny feeling I was missing some already
existing mechanism to solve the problem! (Emninger and I
already discussed this topic off-list.)


If the question was only to be informed, I would use apt-watch. If it is to upgrade my system automatically, I would be afraid it brings in some undesired systemd/gnome/*kit dependency; therefore it isn't something I want.
