Everyone should keep in mind that when C was created in the early 70's, ASCII and EBCDIC were the only games in town. Even when the second edition of this book was written in 1995, assuming ASCII was perfectly acceptable in the English speaking world, which at the time did most of the computing. When I learned Pascal at Santa Monica City College in 1983, teachers took special care to teach us ord() and chr(), and a lot of our lab exercises converted back and forth.
