Same problem here in Australia, ISP is Optus. Haven't been working
since the new website/beta.

The problem is with your provider routing apparently:

So it probably is the same reason it doesn't work for you in Taiwan,
not your ISP, but a problem with Devuan ISP routing through
asia/oceania.

46.105.207.200 is ns200.anycast.me according to my webserver in france
where everything works:
