Why should it be?  It's a package of priority "optional"; only those of
"important" and usually (unless you uncheck a setting) "standard" get
installed above the bare mininum (ie, required/essential).

It's also a means of privilege escalation -- ie, not something you should
install unless you're going to actually configure and use it.

Not gcc-4.{8,9}, merely gcc-4.{8,9}-base.  That's a few random files.
Both of those packages have priority:required, which is indeed a bug.
