I personally think you misunderstood OP's "question" (which admittedly
isn't clear):
as I understood Matt's original message (to which I accidentally
replied privately, but received no further reply yet) he was asking
Devuan to continue Debian's policy (only "main" is official and it's
100% libre, other sections must be optional and for convenience only),
which as of the alpha2 installer it does and likely will forever!

Then it sounds like we're all in agreement.
