Inboxsys is wise not to set a rua= tag in the DMARC record of the domain it
uses to send reports. For fastmail and others who don't have the same
consideration, it may happen that small operators exchange messages with one of
these domains only sporadically. In that case, an aggregate report can be the
only message received by them during the entire next day. However, it still
deserves to be reported, with <count>1</count>. Then, in turn, that domain will
report that they received that report, and so on, and so forth...
