The current draft says that PSDs can only ask for aggregate reports,
and only get them for nonexistent domains, where nonexistent means the
domain is NXDOMAIN. The policy applies to anything under the PSD that
doesn't publish their own policy.

If you think we should say something different, please say what you would
like to change.
