I haven't seen discussion about this, here. Apologies if I missed it
somewhere.

If DMARC evaluation at receivers is updated to allow determination of
alignment via tree walk, the XML reporting data sent using that scheme
needs to reflect this.

Even if a consensus is reached wherein PSL use is deprecated (unlikely?),
this change will take a long time (never?) to complete. In the interim,
domain owners and data analysis programs looking at report data need a way
to understand how a given receiver arrived at its evaluation
decision, without having to start with one which may be wrong, and then try
the other if necessary.

I'm not sure if a single entry in the policy_published area is sufficient
or correct - would it be correct to assume that if the receiver noted a
treewalk or psl policy (the tag not appearing would indicate old style,
psl), that is how they performed all evaluations?
