So, I'm building an application that I'd like to be able to tie into
django-tagging (if it's installed).  Having an issue, probably best
illustrated in code: http://dpaste.org/jaD8/

In my model, I have a tags property (obj.tags) which is None when
'tagging' is not in INSTALLED_APPS, otherwise it's a tag field.

In my templates, I was hoping to check to see if obj.tags was None and
skip trying to load the tagging template tags in that case.

Seems like {% load tagging_tags %} is executed before the if statement
is even evaluated... what's a good tactic (without duplicating all my
templates: with and without tagging) for dealing with this?
Furthermore, is this a bug or expected behavior?
