Well, this is kind of a big question, Sonal. There will be a lot of steps, because it's not a trivial web application. And it depends on the rest of the social site's design. Pinax is likely to be a helpful library for you. However, you will first need to get clarity about what the precise features will be and how they are used (i.e. user interface). The best approach is starting small, adding one small piece of functionality at a time, and proceeding incrementally.
