Actually, it shows that there are people who can't read instructions. Once a ticket has been wontifxed by a developer, it shouldn't be reopened without discussion on django-dev and agreement from the maintainers. That's happened not once, but twice on that ticket. It's just not that hard to read and understand contributing.txt. It's written with small words and short sentences. People ignore it at their peril.
