The "command line" isn't the Python interpreter. You can start a "command prompt" by clicking on the "start" button, "Accessories", "Command Prompt". I'd suggest you also do a search for a tutorial on how to use the command prompt. The next thing to check after that is to make sure the "django-admin.py" is part of your search path (ask if you need help).
