I've been having that problem, too but with XP. My system and user path are both set, but Windows isn't playing nice.
If you can't get it working, you really only need django-admin.py to get a project up and running. So, if you must, you can call it using: python C:\Python\Lib\site-packages\django\django-admin.py startproject After that, you're mostly using the manage.py commands.
