You need 2 <Location> in your HTTPD configuration file, one for things that will be processed by Django, one for static files. Thus, you need to actually put your static JS files on a /var/www/static-file/ or some web-served thing and use that URL also be sure that the <Location> handle is set to None so it doesn't waste overhead.
