The docs at http://www.djangoproject.com/documentation/i18n/ really do outline what you need to do. make-messages.py can take a little tweaking to work properly under Win32 (i.e. instead of invoking ./make-messages.py you invoke python make-messages.py), but it all works quite smoothly.
