Why not read the change notes for mod_python yourself?

Look for the words 'memory leak' in:

http://www.modpython.org/live/mod_python-3.3.1/doc-html/app-changes-from-3.2.10.html
  http://www.modpython.org/live/mod_python-3.3.1/doc-html/app-changes.html

http://www.modpython.org/live/mod_python-3.3.1/doc-html/app-changes-from-3.1.4.html

How are the Django folks going to know or be able to give you a
guarantee?

Version 3.3.1 of mod_python is a lot lot better than previous
versions. No confirmed instances of memory leaks in 3.3.1 have been
logged as issues.
