Because this is a secured area in your system.

If you want to change something you need admin/root acces like when  
you install software.

try :

sudo ln -s /usr/local/lib/python2.3/site-packages/django_src/django/ 
bin/django-admin.py /usr/local/bin/django-admin.py

it will ask for your password
